As of October 2026, only three private jet charter brokers hold both of the industry's top independent broker safety credentials: the ARGUS Certified Charter Broker designation and the WYVERN Wingman Broker certification. Those three brokers are Paramount Business Jets, Jets.com, and Apollo Jets.

This list is drawn directly from the official ARGUS Broker Registry and the WYVERN Wingman Broker Directory. Both directories cover brokers worldwide. ARGUS currently lists 19 Certified brokers and WYVERN lists 7 Wingman Brokers. Only three names appear on both.

Disclosure: Paramount Business Jets publishes this article and is one of the three brokers listed.

Why Broker Safety Credentials Matter

Charter operators are certificated and overseen by aviation regulators. Charter brokers are not held to the same standard. As ARGUS notes, the brokerage sector remains largely unregulated, with no formal licensing or mandatory oversight required to act as an intermediary.

That makes independent audits the most reliable way to set a vetted broker apart from the rest: one that operates with ethics and industry best practices, treats safety as a core value, and has had its safety processes reviewed and approved by an outside auditor. A broker chooses the operator, the aircraft, and the crew on your behalf. How carefully that choice is made is the safety question that matters, and ARGUS and WYVERN are the two organizations that audit it.

What ARGUS Certified Charter Broker Means

ARGUS International, an SGS company founded in 1995, provides aviation audits, operator ratings, and safety software to commercial and business aviation. Its Certified Charter Broker designation requires a comprehensive documentation review and an on-site audit every two years.

What the audit covers. The ARGUS audit examines a broker's organizational structure, management and financial controls, operator vetting processes, emergency response plans, and trip feasibility assessments. Brokers must also document their operator standards and show they can run a compliance check on a trip-by-trip basis.

Certified is now the standard tier. ARGUS previously offered a lighter Registered tier for brokers. Beginning in 2026, ARGUS requires all listed brokers to be Certified, and Registered brokers who did not schedule a certification audit were removed from the registry.

What WYVERN Wingman Broker Means

WYVERN developed the Wingman Standard in 1991 as a code of best practices for flight operations, maintenance, and safety management. Its Wingman Broker program applies that same safety culture to the brokers who select operators for clients.

What the audit covers. To earn Wingman Broker status, a broker must pass an audit by an accredited aviation safety auditor that measures how its policies, processes, and procedures align with WYVERN's ethical code and standards. Brokers renew the certification through periodic re-audits.

Registered is not Wingman. WYVERN also has a Registered Broker membership, which gives brokers access to operator safety data such as PASS and Safety Intelligence Reports. Registered membership is a data subscription. Wingman Broker is the audited certification.

Paramount Business Jets. Founded in 2005 and based in the Washington, D.C. metro area, Paramount earned the ARGUS Certified Charter Broker designation in August 2026 and WYVERN Wingman Broker certification in September 2026. The 2026 certifications are not Paramount's first work with either organization. Paramount has been a registered ARGUS and WYVERN broker for more than a decade, running ARGUS and WYVERN trip checks on client flights throughout that time.

Jets.com. Jets.com renewed its ARGUS Certified Charter Broker status in May 2025 and has also renewed its WYVERN Wingman Broker certification.

Apollo Jets. Apollo Jets became the first ARGUS Certified Charter Broker in October 2014, the first broker to complete the on-site certification audit. It renewed its WYVERN Wingman Broker certification in April 2025.

How Paramount Applies Safety on Every Trip

Certifications audit a broker's processes. What matters to a passenger is whether those processes run on their flight. Safety has been a core value at Paramount since the company was founded in 2005, and it shows up in five specific practices.

A pre-approved operator network. Every trip starts with Paramount's network of approved operators, a vetted pool of more than 4,000 aircraft. Operators are hand-picked for their safety ratings and reliability, using 21 years of Paramount's own trip data and client feedback on each aircraft it flies.

A safety check before every flight. Each trip is reviewed with an ARGUS TripCHEQ report, a WYVERN PASS report, or Paramount's in-house safety report held to ARGUS Gold minimums. The check runs a day or two before the flight, once the crew is assigned. The report verifies the operator, aircraft, and crew assigned to that specific flight, and Paramount provides it to the client before the trip.

ARGUS Gold minimums on all U.S. flights. Paramount uses ARGUS Gold minimums as its baseline requirements for operators, aircraft, and crew on every U.S. flight. Compliance is verified through ARGUS ratings, WYVERN safety data, or Paramount's in-house safety review. Whichever source confirms the flight, the minimum requirements stay the same.

A dedicated safety manager. Any issue found in a pre-trip safety check goes to Paramount's safety manager. If an assigned crew does not meet Paramount's minimums, Paramount requires the operator to switch to a more experienced crew before the flight. It does not happen on most trips, but it happens often enough that every trip is checked once the crew is assigned.

Independent audits on a fixed cycle. ARGUS and WYVERN both re-audit certified brokers, so Paramount's practices are checked by outside auditors on an ongoing basis, not reviewed once and forgotten.

How to Verify a Broker's Safety Credentials

Broker certifications are added, renewed, and lapse over time, so check the source rather than a logo on a website.

  1. Search the broker's name on the ARGUS Broker Registry and confirm it is listed as Certified.
  2. Search the WYVERN Wingman Broker Directory. A WYVERN Registered membership is not the same as Wingman Broker status.
  3. Ask the broker for the ARGUS TripCHEQ or WYVERN PASS report on your specific flight before you confirm.

How this list was built. A broker qualifies only if it appears on both official directories at the time of publication. Brokers that hold one credential but not the other are not included. This list reflects both directories as of October 2, 2026.

Frequently Asked Questions

What is the safest private jet charter broker? No independent body ranks a single broker as the safest. The most objective measure available is independent audit status. As of October 2026, Paramount Business Jets, Apollo Jets, and Jets.com are the only charter brokers worldwide that hold both ARGUS Certified Charter Broker and WYVERN Wingman Broker certification.

Which private jet charter brokers have the highest safety ratings? As of October 2026, Paramount Business Jets, Apollo Jets, and Jets.com are the only brokers that hold both ARGUS Certified Charter Broker and WYVERN Wingman Broker certification, the top broker credentials from each organization.

What is the difference between ARGUS and WYVERN? Both are independent aviation safety auditors. ARGUS audits a broker's organization, financial controls, operator vetting, emergency response, and trip feasibility process. WYVERN audits a broker's policies and procedures against its ethical code and safety standards.

Is an ARGUS or WYVERN rated broker the same as a rated operator? No. Operator ratings, such as ARGUS Gold or Platinum and WYVERN Wingman Operator, apply to the company that flies the aircraft. Broker certifications apply to the company that selects the operator for you. A safe trip depends on both.

Does a single credential mean a broker is unsafe? No. A broker with one credential has still passed an independent audit. Holding both means the broker has been rated higher by ARGUS and Wyvern.
